In the opening doxology of Ephesians, the content of the "mystery of God's will" is the plan of God, laid out in complete detail before the foundation of the world. It is an unalterable course determined for creation that includes, not only the broad contours of history, but every word, deed and action down to the smallest detail. As Scripture affirms repeatedly, human beings may make many plans, but the course God has determined will always be realized.
