As God answer’s Habakkuk’s first complaint, the prophet is told that God is raising up an ungodly nation to exact judgment on wayward Judah. This is an example of Prov. 16:4, "The Lord has made everything for its purpose, even the wicked for the day of trouble.” God will use the wicked Babylonians to chasten His people and then He will judge the Babylonians for their arrogant wickedness.
