God works all things in according to the counsel of will (Eph 1:11). Many are the plans in a man's heart but the Lord's will prevails (Prov 19:21). This is clearly evidenced in Matt 2 where Herod's meticulous and comprehensive plans to kill Christ are thwarted. God's will prevailed.
