God answers Habakkuk’s second complaint by giving him a vision to record on tablets of stone as an encouragement and comfort to God’s people as well as a witness against His enemies. The message of the vision assures God’s people that, just as He is raising up the Chaldeans to be His instrument of judgement, they too will be judged at His appointed time. God’s word is the guarantee that will sustain the faithful through their time of chastening as they wait for the vision’s certain fulfillment.
