The work of the ministry is the responsibility of the whole body of Christ and God has given pastors and teachers and teachers for their equipping (Eph 4:11-12). This is the relationship Paul encourages as he appeals to the saints to respect those who labor among them, admonish them, and rule over them in the Lord. He asks them to esteem them highly in love because of their work and to be at peace among themselves.
