God is sovereignly at work among both believers and unbelievers, but not in the same way or to the same degree. God sends a powerful delusion to those who do not love the truth and take pleasure in unrighteousness, assuring the justice of their condemnation. In eternity past, God chose to set His redeeming love upon some, drawn from the mass of fallen, sinful humanity. He grants them the gifts of repentance and faith that they might turn to God and believe the Gospel. His sanctifying work in the elect assures the justice of their inheritance in the Kingdom.
